Endress+Hauser’s Capabilities in Overfill Protection

SIL_SavetyIntegrity_LevelOil and chemical spills unfortunately continue to make the news on a regular basis. Workers and the public risk exposure to toxic chemicals, fumes as well as dangers associated with the potential for explosion. States have adopted legislation to protect citizens and the environment. While such requirements are necessary, chemical and oil & gas companies face increasing pressure to balance safety and efficiency.

Here at Endress+Hauser, our mission is to help these industries address safety and efficiency using our six decades of experience and a complete line of safety certified products. The foundation of safety at Endress+Hauser is the strict adherence to international safety certifications including IECEx, ATEX, CSA, FM, and NEPSI. We provide Safety Integrity Level (SIL) IEC 61508 capable Functional Safety certifications for our products.

Safety is particularly important when addressing the prevention of oil and chemical spills caused by overfill issues. A 2005 report on storage tank accidents (Chang & Cheng-Chung, 2006) revealed that of the 15 overfill accidents analyzed, 13 escalated to fires and explosion.

Overfill Protection Systems

There are several approaches to overfill protection that range from labor intensive visual monitoring to fully automated shutdown systems.  Endress+Hauser offers several measurement systems designed to address the different overfill protection approaches. Typically these systems offer pre-configured measurement capabilities to help detect, indicate and prevent situations that cause dangerous overfill levels.  These systems enable compliance with API 2350 requirements for overfill protection for safety tanks.

Certified Safety Integrity Level (SIL) capable measurement components and subsystems from Endress+Hauser address much of the design and lifecycle requirements for those responsible for engineering and maintaining overfill prevention Safety Instrumented Systems.

Endress+Hauser can also provide certified Safety Instrumented System (SIS) subsystems that include the safety certified logic controller and support system right up to the actuator(s).

The result is a highly-reliable, low-lifecycle cost overfill protection system.  Its automated functional testing reduces commissioning and maintenance time. Furthermore, in the event of an issue, the system automatically logs event and intervention information to ensure traceability and transparency. It provides detailed status information to help the operator make quick decisions and finally, because the system is modular in configuration, there is no need to start over should an expansion occur.

Safety is ultimately the responsibility of the plant operator. However, a system designed to prevent tank overfill backed by variety of support services improves efficiency, reduces cost and provides peace of mind, easing the burden on the plant operator.
